Policy G.1, The Board
The purpose of this policy is to define the legal authority and composition of the Greater Victoria Public Library Board (Board).
The Greater Victoria Public Library (Library) is governed by a Board of Trustees established in accordance with provincial legislation, the Library Act (RSBC, 1996, Chapter 264), section 48, (Act) and the Library Operating Agreement 2017-2020 (LOA).
The Board is a municipal library board formed by agreement of the member municipalities with the approval of the City of Victoria which established the Victoria Public Library and is a partnership of the following 10 municipalities:
- Central Saanich;
- Oak Bay;
- View Royal.
Policy Statement and Details
The Board consists of 19 trustees appointed by the Councils of the member municipalities. Under the LOA, Section 4.7:
Each Municipality will appoint one Board Trustee from their municipal Council and, in addition, appoint one Board Trustee per 25,000 people using the most recent population estimate published by the Province of British Columbia, BC Stats as a population base with the exception of Victoria as required by the Act section 5(2). Changes to this structure would be made related to population numbers reported in each five-year census report. Appropriate representation will be determined if a Municipality changes, using the latest population numbers and adjustments to the ratio to limit the Board from exceeding 19 trustees.
The Board will consist of:
- five (5) Board Trustees appointed by Saanich Council;
- five (5) Board Trustees appointed by Victoria Council;
- two (2) Board Trustees appointed by Langford Council and;
- one (1) Board Trustee appointed by each of Central Saanich, Colwood, Esquimalt, Highlands, Metchosin, Oak Bay and View Royal.
