Library cards are free to residents and property owners in the Greater Victoria service area — Central Saanich, Colwood, Esquimalt, Highlands, Langford, Metchosin, Oak Bay, Saanich, Victoria and View Royal. Library cards are free for First Nations people and other people living on Scia’new, Songhees, Tsartlip, Tsawout and Esquimalt reserve lands.

You can sign up for a library card in person at any branch or using our online form. Personal Identification showing legal name and current address is needed for a library card.

You can sign up for a GVPL library card online and instantly begin accessing our digital content or place two holds on items in the physical collection. The account issued online will be a temporary one. Upgrade to a full access card by visiting any branch. Learn more here borrowing here.

GVPL accepts the following as personal identification:

  • Driver’s Licence/BC ID card

  • BC CareCard or BC Services card

  • Birth Certificate

  • Passport

  • Status card

  • Any other government-issued identification

Please note: If your photo ID does not show a current address, you may be asked to show two pieces of identification. The following will be accepted: current Hydro, telephone, cable, water, Property Tax bill, assessment notice, vehicle registration, government or personalized cheque or rental agreement.

Library Cards for Special Circumstances

If you live outside GVPL’s service area but would like to access the library’s services and collections, we have a few card options for you. And, if you’re a refugee or a student without proof of a local address, we have an option for you, too. Take a look at the options below.

With a BC OneCard, you can access services and borrow items from GVPL and any participating public library in BC, even if you don’t live in that library’s service area.

How to Get One

Visit a GVPL branch (or a branch of any participating public library), and show the following:

  1. A public library card issued by your home library in B.C.
  2. ID with proof of your current address.

You will receive a decal to put on your library card, which will grant you access to borrow items and use the facilities and services at the library for one year.

What You Can Do

With your BC OneCard, you can do the following at GVPL:

  • Borrow up to 5 books (excludes Fastreads) and CDs for 21 days
  • Borrow up to 5 talking books (only for registered print disabled patrons)
  • Renew books two times, as long as there are no holds on the items
  • Use public computers and connect to Wi-Fi
  • Use the features in your online account, including renewing books
  • Use our e-resources (digital collections like cloudLibrary, OverDrive, Kanopy and Hoopla are excluded).

Please Note: BC OneCard holders cannot place holds or request Interlibrary loans.

Returning Materials

You can return materials to any BC public library participating in the BC OneCard service.


BC OneCard users are responsible for any late return fines or loss or damage fees. Standard GVPL charges apply and can be paid in person at any GVPL branch or online.

Refugees and students who reside in the GVPL service area but do not have identification that shows a current address can use the Address Verification Form (pdf) to have their address confirmed by sponsor groups or families.

GVPL library cards are available for a fee to visitors. Youth who attend school (K-12) in the GVPL service area but do not live within its boundaries can receive a library card without paying the visitor/non-resident fee.

The visitor library card gives patrons full borrowing privileges at GVPL. Please visit a GVPL branch to sign up.


  • 12 months: $200.00
  • 6 months: $100.00
  • 3 months: $50.00
  • 2 months: $35.00
  • 1 month: $20.00

A corporate library card is available to any business, government agency, school, community organization, group home, day-care or preschool located in GVPL’s service area. It is intended for use by employees who require library materials for their work. To apply for a corporate library card, visit any GVPL branch or apply online.

Patrons who reside outside the GVPL service area but own personal or business property (and therefore pay taxes) inside the service area, or, patrons who reside outside the service area but rent premises for a business within the service area (this includes shareholders in a business that is renting property), qualify for a regular GVPL library card. Visit any GVPL branch or apply online.

Teachers who will be visiting the library with their classes can fill out the library card application for students (pdf). Completed forms can be dropped off at any branch up to a week before the date of your visit.
